Kelley was born in Oakley, Utah to Josh Kelley and Katherine Heigl. Her father is of Cornish, English, Irish, Northern Irish (Scotch-Irish) and Scottish descent and Her mother is of German, Irish and Swiss descent. She has younger siblings Hope Kelley and Josh Kelley Jr.
